Planning Board defers final sign-off for Cranberry Highway Taco Bell after staff flags outstanding site‑plan items

The Wareham Planning Board on July 13 declined to grant final site-plan sign-off for the Taco Bell at 2424 Cranberry Highway after staff reported a temporary certificate of occupancy (CO) had been issued despite outstanding site-plan items.
Planning staff said the restaurant had obtained a temporary CO after posting a bond for remaining work tied to landscaping and setback variances. Board members said they were concerned that the temporary CO process had moved forward without resolution of all site-plan requirements. "The instant they're open, our ability to cause anything to happen is gone," board member Carl Schulz said when urging caution about signing off while outstanding items remain.
After discussion, Carl Schulz moved to defer action on final sign-off and to request that the planning office notify the director of Inspectional Services that the conditions of the site plan have not been met and that no additional temporary or final COs be issued until the outstanding items identified in Phil Cordero's letter are addressed. Sam Colbert seconded the motion. The board voted in favor of that motion by unanimous voice vote.
Why it matters: Final sign-off is the planning board’s formal confirmation that site-plan work is complete. The board asked staff to coordinate with Inspectional Services and to require applicants to resolve the items identified in the departmental review before a final certificate can be considered.
