Council holds first reading of ordinance to annex sections of Buckingham and Arlington boulevards

The Spanish Fort City Council held the first reading July 20 of Ordinance No. 743 2026, a proposal to annex certain roadway and right-of-way parcels and begin the process of accepting maintenance for those streets. City staff explained the ordinance responds to a request from the Baldwin County Commission to annex areas where both sides of a roadway have been incorporated into the city.
Mister Connor told the council the ordinance invokes Alabama Code §11-49-80 (b), (c) and (d), which govern annexations and the transfer of maintenance responsibility when municipalities annex both sides of a roadway after 1995. Connor listed sections of Churchill Subdivision and portions of Buckingham Boulevard and Arlington Boulevard as among the areas affected.
Mayor and staff said the measure is only at first reading; they expect to revisit the ordinance at the August 3 meeting. Staff and council identified drainage and potential repair needs that should be examined before the city fully accepts the streets for maintenance. The council did not take a vote on final acceptance during the July 20 meeting.
