Etowah County Commission approves retiree lump-sum payments, personnel hires and tax-collection authorizations

The Etowah County Commission on June 16 approved a slate of routine and financial actions, including a one-time lump-sum longevity payment for eligible retirees, hires for county positions, budget amendments for emergency management equipment and resolutions delegating tax collection to the Alabama Department of Revenue.
Commission President Jeffery Washington called the meeting to order at 9:00 a.m. and the commission approved the consent agenda by a single motion. As part of the consent actions the commission approved hiring John Jenkins as a rural transportation van driver effective June 22, 2026, and Sabrina Moore as a revenue tag/title clerk effective June 16, 2026; both positions were listed as replacements paid at $13.24 per hour.
Under Act 2026-608 the commission approved a resolution authorizing a one-time lump-sum longevity payment for eligible Etowah County retirees and beneficiaries of deceased retirees. Deputy Administrator/CFO Kevin Dollar proposed budget amendments moving $51,609 from fund balance to Retirement Contribution to cover the payment.
The commission also approved budget amendments to purchase EMA equipment — listed as $5,700 for subscriptions and $69,138 for other equipment — with stated reimbursement by the Etowah County Community Development Committee and a corresponding revenue increase of $74,838.
In new business the commission adopted two resolutions authorizing the Alabama Department of Revenue (ALDOR) to administer and collect county levied taxes: one resolution covered sales, consumer use, sellers use, lodgings and associated unabated taxes; a separate resolution authorized ALDOR to administer and collect tobacco and motor fuels taxes. Both resolutions were adopted with all six commissioners voting yes.
Commissioners also designated Shane Ellison, Chief Administrative Officer, and Robert Nail, County Engineer, as having signatory authority for ADEM documents under a 'Delegation of Signatory Authority' agreement and authorized the Commission President to execute the document.
All motions referenced in the minutes carried on unanimous votes of the six commissioners present. The meeting adjourned at 9:46 a.m.
