HARNETT COUNTY — The Board of Commissioners denied a requested $164,088 change order for the new county morgue project after questioning whether the county should bear the cost of meeting a town-of-Lillington spacing requirement for a fire hydrant.
Capital projects staff told commissioners the additional budget would pay for extra design services, a separate domestic water lateral and a new fire hydrant so the facility would meet the town’s permitting — staff said the facility is more than 400 feet from the existing hydrant and the town requires hydrant coverage.
“One of the things we can look at is whether we can figure out something different since spending $164,000 to meet a restriction that we impose,” a commissioner said, noting the county’s own UDO and intergovernmental arrangements. Staff said the hydrant and water-line work were required by the town’s plan-review process.
Commissioners debated alternatives, noted the building is already under construction (walls and roof in place), and worried that the county would be forced to pay per-municipal requirements. After discussion the motion to deny the change order passed by voice vote. Staff was asked to coordinate further with the town of Lillington and return with options at a future meeting.
The denial leaves the project in place but with an unresolved utility/permitting issue that staff must address before final occupancy.
