De Soto council authorizes $879,150 supplement for Mount Sunflower development design work

The De Soto City Council on Feb. 5 authorized Supplemental Agreement No. 1 to the development agreement with Mount Sunflower Properties, which staff said covers preliminary design, permitting and administrative work for water and sewer infrastructure for a planned data center at the Flint Commerce Center.
City staff described major infrastructure needs including raw-water supply upgrades, expanded water-treatment capacity and extension of treated-water mains and elevated storage to serve the project. Staff said the development agreement requires the developer to fund any treatment capacity needed to meet the facility's service demand, and tonight's supplement includes $879,150 primarily for preliminary design of treated and raw water supply mains plus permitting and internal administration.
A motion to authorize the mayor to sign the supplement carried on roll call; staff recommended approval and said the supplement follows the milestone-phase approach laid out in the underlying development agreement.
The council did not discuss specific contractor names for design work at length during the vote; follow-up engineering and design steps will proceed under the supplement.
