City administrator (speaker 11) introduced Dave Anderson (speaker 5), who said he represents the applicant and owner Musa Sabati. Anderson described a travel center concept with a convenience store, truck amenities including lounge and showers, a separate quick-service restaurant space (noting a potential A&W), and truck-service support. He said the CID would be a self-imposed 1.5% sales tax used to finance new road work and grading, and that state statute permits a 21.5-year CID term. Anderson said the applicant was working on engineering and market studies and anticipated starting civil work by summer if the city had no objections to the incentive request.
Council members asked about market studies, parking and truck capacity, and whether the site could be expanded in the future; Anderson said fuel-company market studies exist and that the applicant could present phased expansion options. Staff said the presentation was informational and that a formal development agreement, financial review and a cost-benefit analysis would return later for council consideration.
No council vote was taken; staff will coordinate follow-up analysis and bring back formal documents if the applicant pursues an incentive package.
