Redington Shores workshop: emergency-plan updates, staffing decision, beach-access options and Movie in the Park

At its April 29 workshop, the Redington Shores Board reviewed a revised Emergency Operations Plan, discussed the town’s emergency cash reserve policy, approved several staffing and event actions and directed staff to research accessibility options for the beach.
Town Manager Margaret Carey presented the Emergency Operations Plan update — an update to the 2021 document incorporating lessons from Hurricanes Helene and Milton — and noted ISPD Chief Holrold serves as the town’s Incident Commander. Carey asked the board to review the town’s emergency cash reserve; the current plan calls for withdrawing $20,000 at Alert Level 2 to provide the mayor immediate emergency funds, though the town accountant noted “most municipalities maintain reserves of $10,000 or less.” Chief Holrold stressed unified messaging during emergencies, saying the Incident Commander is responsible for delivering "a single, consistent message" and that communications are routed to the commission before release.
On staffing, the board heard that post-hurricane temporary clerical hires had largely been absorbed by the temp agency and that only Suzi McEwen remains a temporary employee. The manager presented three options; commissioners concluded there is no current need to create a new part-time administrative post and reached unanimous consensus not to create or renew the temporary position ending July 1, 2026.
Public Works Supervisor Mike Pafumi reported the County beach access location identified for a disability beach-access mat has a 10-foot drop-off and is unsuitable; he recommended finding level-ground alternatives after sea turtle nesting season ends. Commissioner Erin Schoos asked whether the town had considered purchasing a sand-friendly wheelchair to loan to beachgoers; the board directed staff to research options and costs.
Town Clerk Michelle Lowe presented film options for Movie in the Park; the board unanimously selected Dolphin Tale.
Next steps: Staff will return with cost estimates and location options for beach accessibility, the Town Attorney/Manager will present any follow-up required by emergency-plan decisions, and the staffing decision will be reflected in job-posting and budget records.
