Highland Park adopts preliminary resolution for non-ad valorem fire assessment; final hearing set Aug. 27

On July 23 the Village Commission read Resolution 2025-01, a preliminary rate resolution for a non-ad valorem fire assessment, and adopted it by unanimous voice vote. Mayor Brandon McWhorter read the resolution title into the record; there were no public comments. Commissioner Amanda Updike said she supported the resolution, calling it "a fine idea."
Mayor McWhorter moved to adopt Resolution 2025-01 and Commissioner Derek Camann seconded; the motion carried with all in favor. The commission scheduled a special meeting and public hearing on Aug. 27, 2025 at 6:00 p.m. to consider Resolution 2025-02, the final rate resolution for the non-ad valorem fire assessment, and also set a tentative budget public hearing for Sept. 10, 2025 at 6:00 p.m.
The resolution as read describes the method for assessing fire-protection costs against properties within the village, directs preparation of an assessment roll, and authorizes notice and a public hearing on the proposed assessments. The Aug. 27 meeting will include the final-rate consideration and a budget discussion.
