Board advances alley‑vacation pre‑application but requires drainage plan adjustments

The Hilliard Planning & Zoning Board on May 28 reviewed a pre‑application to vacate alleys in several blocks and portions of W 6th Ave and voted to allow the project to move forward to a final vacation application, subject to drainage plan adjustments.
Land Use Administrator Lee Anne Wollitz read the staff report and project attorney Courtney Gaver presented additional material. Engineer Henry Vorpe updated the board on drainage requirements, saying future adjustments will be necessary as the project progresses. Vice Chair Dustin Winnon asked how the required adjustments would affect the overall project timeline and scope; Wollitz responded that the applicant will need to revise plans to accommodate the town’s drainage standards.
The motion to recommend the project proceed to the final vacation application was made by Vice Chair Winnon and seconded by Board Member Kevin Webb. Voting yea were Chair Harold "Skip" Frey, Vice Chair Winnon, Webb and Hood; the motion passed 4–0. The board’s recommendation does not itself vacate rights‑of‑way; a final application and staff review will be required for formal action by the Town Council.
Next steps: applicants must submit revised drainage plans consistent with town requirements before the final vacation application is scheduled.
