The Hilliard Planning & Zoning Board on May 28 voted unanimously to recommend that the Town Council adopt Ordinance 2026‑01, which would vacate rights‑of‑way and alleyways associated with the Dayspring Cottages development (Application No. 20260417.1). Land Use Administrator Lee Anne Wollitz presented the item and noted the application lists several parcel IDs tied to the project and that the applicant is Dayspring Property Services LLC, represented by Doug Adkins.
Attorney Courtney Gaver, representing the project, provided additional materials and a PowerPoint to the board. Vice Chair Dustin Winnon asked whether the town would incur costs related to the vacation; Wollitz said the applicant will cover all costs and that the town collected a substantial application fee that produced net income.
After discussion the board voted to recommend adoption of Ordinance 2026‑01. The motion was made by Board Member Dalton Hood and seconded by Vice Chair Winnon. Voting yea were Chair Harold "Skip" Frey, Vice Chair Winnon, Board Member Kevin Webb and Board Member Dalton Hood; Board Member Michael Hallman was recorded as absent.
The board’s recommendation forwards the matter to the Town Council, which must take final action on the ordinance. A member of the public, S. Jones of 2743 Fales Road, asked how the Dayspring application would affect his mother’s property on W 6th Ave; town staff invited him to remain after the meeting to discuss his concerns with the Land Use Administrator.
