Hilliard council approves liquor license for Steamboat Lilly's, conditioned on background check

The Hilliard Town Council on March 5, 2026 voted to issue a liquor license to RHYSE Properties, LLC, doing business as Steamboat Lilly's, contingent on the applicant submitting a background check required by Town Code Chapter 6, Section 6.2.
The council opened a public hearing on the application. Ian Farhat appeared on behalf of RHYSE Properties and owner Michael Shawn McClinton was noted present; no members of the public offered comment. Council President Kenny Sims moved to close the hearing and the council approved the closure.
On the subsequent motion to approve the license application conditional on a background check, Councilman Jared Wollitz moved and Council President Kenny Sims seconded. The council recorded four yea votes (Sims, Pickett, Wollitz, Michaels); Councilman Dallis Hunter was absent. The motion directs the applicant to provide the required background documentation for the town clerk to attach to the licensing file.
The Town Clerk will retain the applicant's documentation and the license will be issued once the background check is submitted and found to comply with Town Code Chapter 6, Section 6.2.
