Goshen aviation board ratifies runway substantial-completion, approves reimbursements and grant amendment requests

Daniel, the airport engineer, told the board the runway work is essentially complete and that issuing the certificate of substantial completion starts the one-year warranty period. "We did go ahead and issue the certificate of substantial completion, which basically says this is pretty much done, and we're gonna go ahead and start the warranty period," he said. The board moved to ratify the certificate and approved the motion by voice vote.
The board approved a $15,560 amendment to address additional quality-assurance testing on asphalt and coordination related to failing tests; the local share cited in the agenda was about $389. Members also approved a request for reimbursement (RFR) of $33,185.53 to Wilbur services (as recorded in the meeting materials) and two milestone pay requests to Milestone for $153,760.43 and $514,310.10, which the engineer said will leave the local share around $16,000.
On grant funding, the engineer told the board the FAA allows grant amendments to cover substantial change orders but that this project exceeded the usual threshold; he said H2 Aviation agreed to cover the share of the overage. The board approved sending a grant-amendment request letter to the funding agency and authorized the airport manager to sign closeout documents and requests for reimbursement.
Chair Greg Lanson praised the work. "You did a great job for us," he told staff and contractors, noting the board appreciated that the project finished earlier than expected. The engineer also said the project came in under budget by nearly $500,000 and described the work as an "awesome project."
What this means: the certificate of substantial completion begins the warranty clock for contractor remedies, the board authorized staff to complete grant closeout paperwork, and the board approved contractor payments and a small local contribution to finish project accounting. The airport manager and staff will return with quotes for replacing an aging runway-light regulator and for any other equipment replacements related to a subsequent power-surge incident.
