Hilliard council approves multiple capital projects, equipment purchases and joint July 4 contract

HILLIARD, Fla. — The Hilliard Town Council on May 2 approved a slate of capital projects and equipment purchases, including a contract for the town’s July 4 celebration that will be cost-shared with neighboring Callahan.
The council voted to approve a Kynex, Inc. contract for the July 4 event at the Northeast Florida Fairgrounds and to appoint a council liaison to the event. The motion was made by Councilman Joe Michaels and seconded by Council President Kenny Sims; the four council members present voted in favor.
Council members also approved an amended capital budget expenditure to complete rehabilitation of a belt press. The amendment added $6,233.28 for a revised total of $72,639.45 payable to Phoenix Process Equipment Co., a sole-source vendor. Council President Sims moved the amendment and Councilman Jared Wollitz seconded it; the item passed on a unanimous recorded vote of members present.
The council approved a Public Works-backed capital expenditure for a water and sewer extension project on the north side of Block 125. Councilman Dallis Hunter moved the expenditure and Councilman Michaels seconded it; members present voted yes.
Officials approved AECOM billing related to design work for a new box hangar at the Hilliard Airpark, noting the broader project is listed as FDOT PTGA grant-funded at $391,000. The recorded AECOM invoice discussed at the meeting was $4,457.64.
The council approved three capital equipment purchases for the town’s wastewater and lift-station systems: Barrett Supply Services for a WWTP outfall flow meter ($7,640.99) and two PSI Technologies control-panel replacements (a wetlands effluent panel for $9,572 and a Cedar Haven lift-station panel for $10,572). Motions for those items were moved and seconded and passed by the same members present.
Councilman Jared Wollitz, speaking during general remarks, said "it was good to have Lisa back and that she is healing well," and thanked a resident volunteer for his service to the town. Other council members noted recent outreach events, including a pizza party at Hilliard Elementary and an upcoming Food Truck Friday.
Next steps: approved capital purchases and project authorizations will be executed by staff per department procedures; specific implementation timelines and contractor schedules will be managed by the Public Works and administrative departments.
