The chair said several Volusia County communities are discussing a voter‑driven approach related to so‑called "toilet‑to‑tap" proposals and asked staff to research the matter and prepare language for a resolution or ordinance to bring before the commission. "I would respectfully ask that our staff look into this matter and consider bringing back a resolution for our review that would support seeking voter direction," the chair said.
Commissioners stressed the need for clear public education: several members pointed to Florida League of Cities resources and cautioned that reclaimed‑water systems vary in scale and cost. Public Works staff said building reclaimed‑water infrastructure for residential use would be costly and likely unaffordable for the city's ratepayers; staff noted existing reclaimed‑water uses (golf course, parks) and a plan to interconnect with Ormond Beach for reclaimed discharge. Staff said the city expects to be out of river discharge requirements by 2032 and is pursuing grants to expand reclaimed‑water capacity for parks and industry.
No formal vote was taken; commissioners asked staff to bring back an ordinance and public‑education materials in April and May in time for any charter‑review deadlines.
