KDADS cuts planned CSW reserved spots for IDD transitions from 200 to 25 per year

KDADS staff announced a major change to the Community Supports Waiver rollout: the agency will reserve 25 spots per year on the CSW for participants currently on the IDD waiver who wish to transfer, down from an earlier plan to hold 200 slots.
Elian Sorensen, presenting CSW application updates, said KDADS reduced the reserved-capacity estimate because holding 200 spots “could impede CSW enrollment, primarily if fewer than 200 IDD waiver participants want to transfer to the CSW in any given year,” leaving those slots unused and unavailable to other applicants.
Asked whether KDADS had data showing likely interest in transferring from the IDD waiver, a stakeholder (Craig) pressed for numbers. Sorensen replied that Cadence and KDADS do not have precise estimates of interest yet; the larger initial figure reflected an assumption that some IDD participants do not use all waiver services and could meet needs on the CSW. He added that KDADS prioritized processing applications by duration on the IDD waiver waiting list so those longest on the list would have earlier access to the CSW.
Sorensen said KDADS retains discretion to add or remove reserved-capacity slots in the future if demand warrants it. He also listed other reserved categories that will remain in place for the CSW (children in DCF custody, military dependents, transitions from other waivers, institutional transitions and short institutional stays), and noted those details are posted on the CSW website and were shared at a prior August town hall.
The announcement does not change the broader approach KDADS described for enrollment prioritization and does not enact any immediate eligibility or funding changes; KDADS staff said the agency will monitor interest and may revisit reserved-capacity decisions over time.
