Commission approves variance for ground-mounted solar at historic 116 8th Street

The Holly Hill City Commission unanimously approved a rear-yard setback variance allowing a ground-mounted solar rack at 116 8th Street.

Planning staff explained the property's orientation and a professional assessment showed roof mounting was not feasible without voiding the roof warranty and would be inappropriate for the home's historic restoration. To allow adequate sun access, the applicants requested reducing the required 30-foot rear setback to 3 feet so a low-profile rack (staff said the proposed array would not exceed 5 feet in height) could be sited behind the house and out of public view.

Staff applied the six variance criteria in city code (section 82-317, cited in the hearing) and recommended approval: the lack of solar access was tied to the lot's orientation and existing structure, the hardship did not result from the applicants' actions, the requested relief was the minimum necessary to make the solar array productive, and the request was consistent with the city's comprehensive-plan objective encouraging energy-efficient development. The Board of Planning and Appeals had previously recommended approval.

Homeowner Holly Dragon, who identified herself in the hearing, told the commission the house is about 102 years old, under restoration and that rooftop panels were not suitable. After brief questions from commissioners, a motion to approve passed unanimously.

The variance reduces the rear setback to three feet for this ground-mounted solar installation and includes a height limit consistent with the application (panel rack not to exceed five feet).
