Residents press Holly Hill leaders on flooding; staff posts stormwater updates online

Residents used the public comment period to press the commission for action on chronic local flooding and to suggest small operational fixes such as relocating underused bus benches.

Francis Ingram, who identified herself as a Holly Hill resident living on Grove Avenue, told the commission, "The only thing I'm asking for ... I just want somebody to do something about the flood." Ingram described water rising close to her home during storms and the personal steps she has taken to protect the house.

Jim O'Degare raised a related concern about bus benches and suggested the Community Redevelopment Agency use funds to add or move benches along busy routes; he cited an estimated cost of about $28,000 per bench as reported to him. Another resident thanked public works staff by name for prompt service following yard flooding.

Public works and stormwater staff (Joe) demonstrated that the city is now posting stormwater system updates on the city website, saying, "This is the stormwater system updates that are now on our website," and describing a weekly log with photos of swales, ditches and cleared catch basins so residents can monitor maintenance activity. Mayor Penny acknowledged localized flooding in the Riverside area between 3rd and 5th streets and said the city has installed several duck bills and now has a dedicated stormwater team cleaning basins and preparing a master plan. He asked residents to be patient while longer-term solutions are developed.

The commission did not take formal action on flood mitigation at the meeting beyond staff commitments to follow up with commenters and to continue stormwater maintenance and planning work. Staff and the mayor offered to speak further with residents after the meeting to gather addresses and site-specific information for follow-up.
