Holly Hill sends draft Comprehensive Plan 2045 amendments to state after unanimous first reading

The Holly Hill City Commission unanimously approved a first reading to transmit updates to the Holly Hill Comprehensive Plan (branded in the staff presentation as the 2045 plan) to state and regional reviewers.

Brian (staff) told the commission that Florida statutes require local governments to evaluate and appraise their comprehensive plans at least once every seven years and that the city had notified the state land planning agency on Aug. 29, 2024. He said staff reviewed the plan for changes in state law and prepared the amendments following the September 16 workshop; the planning board had unanimously recommended transmittal to the state and Volusia County Growth Management Commission.

"Based on that, staff recommends that the city commission authorized transmittal the proposed updated 2045 Holly Hill comprehensive plan to the Florida Department of Commerce and the Volusia County Growth Management Commission," Brian said. Commissioners asked no substantive questions; the motion for first reading and transmittal was moved, seconded and carried unanimously.

The ordinance (O-3092) is a first reading and, if adopted in subsequent readings, would amend multiple plan elements including future land use, transportation, housing, utilities, coastal management, conservation, recreation and capital improvements and initiate transmittal to state reviewing agencies for formal review.

Because this action is a transmittal following state-required review cycles, it begins the intergovernmental review process rather than immediately changing land-use entitlements; the commission recorded its vote to transmit the draft package.
