The De Soto Planning Commission recommended that the City Council approve a text amendment to M1 zoning that would explicitly allow certain motor vehicle and vehicle-component manufacturing and assembly as permitted uses.
Planner Brad (speaker 10) told the commission the change would reflect modern, less‑intensive automated manufacturing practices and would permit targeted vehicle-related manufacturing in M1 while excluding heavier uses that would still require special use permits. "These uses potentially can happen by right versus not having to go through a special use permit process," Brad said.
Commissioners discussed whether rezoning to M2 (heavy industrial) would be more appropriate for some projects but noted rezoning can permit a wider set of unrelated uses. Several commissioners said buffering, screening and site‑plan requirements would remain tools to protect neighboring properties.
On roll call the commission recommended approval of the text amendment; the record shows a mix of yes and no votes but overall support to forward the change to the City Council for final adoption. The council will consider the amendment and any implementing language in the zoning code.
