Mayor outlines 2025 progress; staff report McDonald’s groundbreaking, RV Park permit and infrastructure work

Mayor John P. Beasley presented the annual State of the Town, saying 2025 brought meaningful changes across town departments and introduced a new event at Town Hall Park. Land Use Administrator Lee Anne Wollitz reported that McDonald’s is scheduled to break ground March 20, 2026, with construction expected to take approximately 12 weeks from groundbreaking to issuance of the Certificate of Occupancy.
Lee Anne Wollitz also reported that water and sewer extensions are being installed on Third Avenue across from the gym; the Lofty project and the RV Park project continue to move forward, and the RV Park is awaiting a permit from the U.S. Army Corps of Engineers. Staff noted ten AED pads were replaced and all AED units inspected by the Hilliard Volunteer Fire Department. Chelsea Wngate is participating in building permit training, and the town currently has pressure test kits on loan for hydrant testing. Public Works Director Cory Hobbs recognized Charles Chavarria for ten years of service with the town.
Mary Anne Jenny, representing the American Red Cross, told the council the Red Cross is present to support town efforts and will recruit and train volunteers and staff once the shelter is complete. Mayor Beasley also announced Parks and Recreation activities including a notice that soccer registration is closing and adult basketball practice is being held to evaluate players for teams.
