County manager outlines road, infrastructure and public-safety updates including $851,317 Gillman Road underpass project

Interim County Manager Thomas Sauls presented the June manager’s report to the Pierce County Board of Commissioners on July 7, outlining project bids, construction schedules and public-safety metrics.
Mr. Sauls reported that East Coast Asphalt was the apparent low bidder at $373,334.92 for the 2026 LMIG New School Road resurfacing bid opening overseen by Hofstadter Civil Engineering. He said the Tiger Field project will have a third bid opening on July 27 under the oversight of Statewide Civil Engineering.
Construction on the Gillman Road underpass is scheduled to begin July 13; Statewide Civil Engineering will oversee the project and Thrift Brothers is listed as the contractor for an LMIG-funded project totaling $851,317.25, according to the manager’s report. The manager also reported continued coordination with Georgia Power to relocate 19 utility poles for the Golf Course Road project and noted Satilla REA will supply four orange power-line marker balls for the Otter Creek Fire Station.
Mr. Sauls said severe flooding on June 19 prompted early release of county employees and that county staff met on June 22 to develop a plan to make roads safe. He also noted demonstrations and vendor evaluations, including a Schneider Geo permitting and code-enforcement software demonstration, and a P-Tier excavator demonstration on June 25.
On statutory and policy matters, Mr. Sauls summarized a regional legislative update on property-tax reform (SB 33 and SB 566), reviewed HR 1243 (a proposed constitutional amendment to create a Georgia Next Generation 911 Fund) and described SB 399 (the Mason Sells AED Coordination Act) and its requirements for AED notification and dispatcher training.
Public-safety metrics presented elsewhere in the meeting recorded 1,462 911 calls in June and 8,798 year-to-date; Sheriff Ramsey Bennett reported 766 dispatched calls for deputies in June and 113 inmates in the Pierce County Jail.
