Highland Park commission approves rezoning of 19 parcels and a lot reconfiguration

The Village Commission of Highland Park voted unanimously on May 28 to adopt Ordinance 2025-01, amending the official zoning map to change 19 parcels totaling about 11.85 acres on the north side of Highland Park Drive North from R-2T (traditional single-family residential) to R-2 (single-family residential).
Jeff Schmucker, planning director for the Central Florida Regional Planning Council, presented the rezoning amendment to the Local Planning Agency, which recommended approval to the Village Commission after finding the change consistent with the village’s comprehensive plan and Unified Land Development Code (ULDC). Mayor Brandon McWhorter moved to adopt the ordinance; Commissioner Derek Camann seconded the motion. The roll call vote was 3-0 in favor (McWhorter, Updike, Camann).
The record also includes a clarification about fence standards under the ULDC. When a resident asked what the new zoning would allow, Schmucker said the ULDC details fence requirements. Village Clerk Blair Updike provided Section 2.02.02 from the code, which states that “a two (2) inch opening shall be maintained between all fencing panels in order to provide open ventilation for proper passage of air” and that fences “shall not exceed a height of four (4) feet.” The clerk noted that metal, wood, or chain link fences are permitted.
Separately, the commission approved a lot reconfiguration request for property at 1246 South Highland Park Drive. Dolores Vogel, representing the property owners, asked to separate Lot 34 as a stand-alone parcel and to combine Lot 39 with an adjacent lakefront parcel to provide lakefront access for the home occupying Lot 39. The Local Planning Agency recommended approval and the Village Commission approved the lot reconfiguration by unanimous roll call vote.
Motion and vote details for both actions were recorded on the official minutes. Both items were presented to the LPA before final action by the commission. No members of the public provided comment on either final vote, and both measures passed 3-0.
