Garfield County commissioners authorize legal representative, approve grader lease and multiple contracts

The Garfield County Board of County Commissioners on July 13 authorized Chairman Clarence Maly to represent the board in pending federal litigation and approved a series of procurement, contract and appropriation measures.
Vice-Chairman Reese Wedel moved the board into executive session at 9:02 a.m. to discuss Case No. CIV-24-595-SLP (Thomas and Sherry Cassody v. Cory Rink, et al.) under Title 25 O.S. § 396(B)(4). After the board returned to open session at 10:21 a.m., Wedel moved to "authorize the Chairman, Clarence 'Otie' Maly to be the Representative for the Board of County Commissioners for the above referenced case," and the motion carried with Aye votes from Maly, Wedel and Kegin.
The board met with Dusty Bittle of Yellow House Machinery regarding fleet needs in District 2 and approved a lease-purchase agreement for two 2026 John Deere 672P Tier motor graders, each priced at $340,626.00. Member Joe Kegin Jr. separately moved to refinance a 2021 John Deere 672GP motor grader for $127,172.88 for District 2; that motion also passed unanimously.
The commissioners approved a one-year agreement with Entero Services, LLC, and accepted a reimbursement contract with the State of Oklahoma, ex rel. the Department of Environmental Quality (DEQ), to help the Garfield County Sheriff’s Office purchase a gooseneck trailer.
The board granted Main Street Enid use of the courthouse and gazebo for the Painted Sky arts and music festival scheduled Aug. 1, 2026 (8 a.m.–11 p.m.). It also approved several Cash Fund Estimates of Needs and Requests for Appropriation, including Highway Unrestricted ($395,714.01), Highway-CBRI ($46,013.56), Jail-Use Tax ($38,534.14), Jail-Sales Tax ($227,601.43) and two Rural Fire Sales Tax allocations ($4,622.52 and $91,040.57).
Vice-Chairman Wedel moved to approve June 2026 monthly reports from the Assessor, Election Board and Sheriff’s Department, subject to audit. The board approved payroll claims for July, including county benefit payments (Warrant #16-271 totaling $201,095.49), and examined and approved a lengthy list of prior-year and current-year purchase orders and claims across county funds.
The commissioners approved Resolution #26-99 declaring multiple assessor devices (projectors, laptops, monitors and desktop computers listed by inventory code and purchase date) obsolete and surplus, and approved Resolution #26-100 ordering that the described property be junked. Every recorded motion and resolution in the meeting carried with Aye votes from Clarence Maly, Reese Wedel and Joe Kegin Jr.; no Nays were recorded.
