Maintenance requests $550,000 annex roof replacement plus vehicle and facility budget increases

Brad, who presented tab 5 on maintenance at the July 17 Harrison County budget workshop, asked commissioners to fund a package of maintenance and facility requests that includes a recommended annex roof replacement, vehicle lease payments, and several facility repairs.
"The total cost is gonna be $550,000," Brad said when citing PMR's quote to overlay the annex roof with foam insulation and a vinyl membrane. He recommended moving promptly because the county has had ongoing leak problems and repeated, costly repairs.
Why this matters: Brad told the court the annex roof has required repeated repairs and that PMR's approach — flattening the ribs with foam insulation and overlaying a vinyl membrane — would be a larger, longer-lasting fix than repeated patches. Commissioners flagged warranty and long-term durability concerns about membrane roofs and asked staff to get specs, additional quotes and insurance input before proceeding.
Budget and requests: Brad requested a 5% across-the-board pay increase for maintenance staff and higher office, parts and fuel budgets to support an expanded workload and an additional vehicle. He requested $25,000 in permanent improvements to finish remodeling the district attorney's office, $18,000 for airport restroom work to be paid from the airport fund, and smaller permanent-improvement requests for two new dump-site buildings. He also described plans to repurpose older constable trucks for maintenance and to replace certain leased units.
Funding paths and timing: Commissioners noted the permanent-improvement fund balance reported in the most recent commissioners' report was about $1.2 million and suggested the court could use fund balance or a budget amendment to stage the roof work before winter. Commissioners also advised Brad to get additional bids, ask the county's insurer for recommendations and provide specifications (including whether the membrane is TPO or another product) so they could compare options.
Concerns and next steps: Several commissioners expressed caution about membrane roofs because of long-term anchor/screw issues under traffic and asked for aprons or protected walk paths where roof traffic is expected. Brad said he would obtain additional quotes and send the specs to the court and insurance company; no formal action was taken. The court recessed briefly and scheduled the next presenter for 11 a.m.
Ending: Commissioners asked staff to return with quotes, specifications and funding options; no vote was taken on the PMR quote during the session.
