North Slope Borough school board votes to expel student indefinitely

The North Slope Borough School District Board of Education voted Jan. 13 to expel student SBH26-002 indefinitely, a decision that bars the student from enrollment until eligibility for graduation but allows the student and parents to pursue a remediation plan and petition the board for reenrollment after one year if the plan is completed.
Board Clerk Frieda Nageak moved the expulsion, saying, "I move to expel student SBH26-002 indefinitely (which means through eligibility for graduation). In addition, I move to allow the Administration and Student/Parents to create a remediation plan which, if completed, will allow the Student/Parent to petition the Board for reenrollment after one year from January 13, 2026. Further, I move that the Administration provide the Student/Parents with alternative education options. A final written decision will follow this decision." The motion was seconded by Qaiyaan Harcharek.
The motion carried on a roll-call vote, six yes and one no. The board recorded votes as follows: Nora Jane Burns — Yes; Qaiyaan Harcharek — Yes; Frieda Moore — No; Frieda Nageak — Yes; Nancy Rock — Yes; Esther Evikana, Board President — Yes; Rossman Ferguson — Yes.
The board had met in executive session from 10:13 a.m. to 10:48 a.m. for a student-discipline hearing that included designated school officials, the student and/or the student's parent or guardian, and the board's hearings officer, John Sedor. The board recognized district staff, Hearing Officer John Sedor and the mother of SBH26-002 as present for the hearing.
The motion directed the administration to provide alternative education options to the student and noted that a final written decision would follow the board's action. Board members said administration would answer questions about the student as needed.
The meeting was convened by Board President Esther Evikana at 10:08 a.m. in the Archie Brower Conference Room in Utqiaġvik, and adjourned at 10:56 a.m. The board scheduled a retreat Jan. 26–28, 2026, a regular meeting on Jan. 29, and a joint meeting with the North Slope Borough on Jan. 30 in Utqiaġvik.
A final written decision from the board is expected to be issued following administrative processing of the hearing record and the remediation plan, as stated by the motion.
