According to Mayor Andrea Davis's remarks on the program, Kraske won the recent election and the council chose to seat the election winner early to fill the vacancy created when the previous Ward 1 member stepped down.
The mayor told listeners that Kraske's four-year elected term officially begins in January but that the council's decision allowed her to start on Monday, Nov. 10 to serve the remainder of the outgoing member's term. "Betsy Kraske has been appointed to Ward 1 as of this morning," the mayor said on the broadcast.
The early appointment followed a council decision to fill the vacancy by seating the person chosen by voters in the general election when that result was uncontested.
