Planning commission defers one CLURO amendment, recommends edits and approval for another

On Feb. 24 the Planning Commission deferred P26-02-02 for two weeks and unanimously recommended approval of P26-02-03 (ordinance 26-03) with redline corrections to definitions and marina-district language, including exclusions for submerged and wetland areas in lot-area calculations.
The Mandeville Planning Commission on Feb. 24 deferred a proposed text amendment to CLURO Article 4 for two weeks and unanimously recommended approval of a separate set of text changes to CLURO definitions and marina-district provisions (P26-02-03 / ordinance 26-03) after directing specific edits.
Planner Alex Weiner presented both proposals. On P26-02-02 (Article 4, procedures and fees for conditional use permits and planned district zoning) discussion focused on advertising requirements, the city’s broader CLURO rewrite process and pending Desire Line feedback delayed by a holiday. Jason Zuckerman, Council at Large, said he had not yet reviewed the redlined version but offered perspective on motion/second practice; Councilman Kevin Vogeltanz said he supported proceeding now and described procedural merits. Commissioner Patrick Rosenow moved to defer P26-02-02 for two weeks; Commissioner Andrea Fulton seconded and the deferral passed unanimously.
On P26-02-03, Weiner reviewed amendments to Article 3 (general definitions) and Article 7 sections for PM-1 and PM-2 marina districts and PD planned districts. Commissioner Nicholas Cressy moved to recommend approval of ordinance 26-03 with detailed redline corrections: remove a duplicated sentence in proposed §3.3.122, correct cross-references (section 7.8 vs. article 7.7), replace the term “permit” with “approval” where noted, delete a cross-reference in §7.5.15.4 to avoid unintended application elsewhere in Mandeville, and clarify that areas that are underwater, periodically inundated (as defined in §3.3.12) or defined as wetlands (per §3.3.258) should be excluded from certain lot-area calculations. Commissioner Brian Rhinehart seconded; the motion passed unanimously.
Commissioners asked that staff and council review redlines for consistency and that the council examine any remaining policy questions during the CLURO rewrite. Planner Weiner reminded commissioners about the APA National Conference. The meeting adjourned at 7:55 p.m.
