Emily, who led the walkthrough of the grants-management systems, said the GAN (Grant Award Notification) is the official notice that a grantee’s SRSA award is available in G5 and contains award amount, contact fields, and the grant terms and conditions.
“Keep in mind that the names on the GAN have no special authority to draw down funds in G5,” Emily said, and she explained that to access funds someone at the LEA must be assigned the payee role in G5. She walked through the practical steps: create a G5 account, submit the payee user access request form in G5, and ensure a bank account is connected to the award so the payee can draw down funds.
Emily emphasized Unique Entity Identifier (UEI) management in SAM.gov: a UEI is a 12-character alphanumeric identifier required for entities doing business with the federal government, it must be active year‑round, and grantees should set reminders 3–4 weeks before expiration or designate another entity administrator to reduce access risk.
On help and system contacts: Emily said REAP can provide resources and links, but the REAP team does not operate SAM.gov or G5; she advised using the fsd.gov help desk (for SAM.gov) and the G5 help desk for platform-specific problems.
Why it matters: Without an active UEI and proper payee access in G5, an LEA cannot draw down awarded SRSA funds. REAP’s guidance aims to minimize avoidable access delays for grantees.
