Mayfield Independent School Board approves 2024-25 tax rates, working budget, $125,000 grant and personnel actions

The Mayfield Independent School Board approved a package of financial and personnel actions at its meeting on Sept. 16, 2024, at the board office. Board Chair Michelle Arnett called the meeting to order.
The board voted unanimously to amend the agenda to add several consent and approval items after a motion by Lorane Smith and a second from Martha Wynstra. Later, by a motion from Larry Jackson and a second from Joe Green, the consent agenda was approved; it included acceptance of minutes from Aug. 19 and approvals for a slate of student field and athletic trips.
On budget and taxes, the board adopted the district's 2024-25 tax schedule and the working budget. The tax rates approved were 68.5 per $100 assessed value on real and personal property (with exoneration), 68.9 per $100 assessed value for motor vehicles, and a 3% gross receipts utility tax. The 2024-25 Working Budget was approved at the same meeting; both actions were unanimous.
The board also accepted a West KY Safe Futures grant of $125,000. The grant acceptance was reviewed and approved upon a motion by Joe Green, seconded by Larry Jackson.
Several personnel and contract actions were approved. The board approved a contract for Rachel Rollins to serve as an SLP instructor at a rate of $55 per hour and a contract for Kenneth Olsen as a hearing impairment assistant at $29.28 per hour. The board approved a Memorandum of Agreement with Barren County to contract Stephen Clark as a MUNIS specialist at $219.10 per day plus fringe benefits. The board also authorized posting an Educational Interpreter I position for MES. All motions related to these personnel and contract items were approved unanimously.
The KETS FY2023-24 Technology Activity Report was reviewed and approved. The treasurer's report, current bills and salaries, and the 2023-24 Unaudited Annual Financial Report were presented and accepted by unanimous votes.
The personnel report for September 2024 was approved. It lists new hires Joanne Carrillo (part-time classified migrant tutor) and Cedric Harmon (full-time MES custodian); a transfer of Jenny McNutt to MES Instructional Assistant effective Aug. 20, 2024; the resignation of Freda Jackson (bus monitor) effective Aug. 30, 2024; and substitutes Madelyn Monroe (classified SLP substitute) and Lee Anne Champion (certified substitute).
Under miscellaneous business, Chair Michelle Arnett signed Mr. Edwards' credit card statement as reviewed by the board. The district's MES, MMS and MHS needs assessment was discussed and Mr. Edwards provided an update on progress toward "Superintendent Standard 2: Instructional Leadership." The district (MISD) was recognized by the Chamber of Commerce as business of the year.
With no further business, the meeting was adjourned upon a motion by Larry Jackson, seconded by Lorane Smith.
Next steps: several positions will be posted and the district will move forward with the approved contracts and budget for 2024-25.
