Dayton council approves Riverfront Commons contract, stormwater cost-share and bond refinancing; backs TANK Route 12

Dayton City Council voted unanimously on Nov. 11, 2025, to approve multiple order-resolutions affecting infrastructure, financing and transit. The meeting, held at the Dayton Community Center, recorded aye votes from all members present on each item.
The council approved Order-Resolution 2025-30R, authorizing the mayor to sign an agreement with Prime AE to provide construction administration and inspection services for Phases II and III of the Riverfront Commons project. The contract is to be paid from SNK grant funds with a 20% local match by the city. Member Neary moved the motion; Member Lovins seconded. The motion passed with all members present voting aye.
Councilors then approved Order-Resolution 2025-31R to enter into a cost-share agreement with Sanitation District No. 1 to address stormwater issues on 3rd and 4th Avenues and Walnut Street. Member Neary moved the motion and Member Nyman seconded; the motion carried with unanimous recorded votes.
The council approved Order-Resolution 2025-32R to amend and restate financing and lease documents related to the City of Dayton's Taxable Industrial Building Revenue Bonds, Series 2022, in support of refinancing the $47,930,005 Velo Riverside Project loan and related transaction documents. Member Kelly moved the motion and Member Horton seconded; recorded votes show unanimous approval.
Order-Resolution 2025-33R, authorizing the execution of a payment directive to Cumberland Valley National Bank and Trust Co. for the benefit of Manhattan Harbour Project, LLC, was approved after a motion by Member Neary and second by Member Lovins; votes were unanimously in favor.
Finally, the council adopted Order-Resolution 2025-34R, expressing strong support for continuation of Route 12 service operated by the Transportation Authority of Northern Kentucky (TANK) within Dayton and urging TANK to maintain the route. Member Neary moved the motion and Member Kelly seconded; the council recorded unanimous aye votes.
All votes recorded in the minutes show that members present voted in favor of each item. No amendments or defeats are noted in the minutes. The meeting continued with other routine business and adjourned at 9:14 p.m.
