DJJ reports R/ED plan submission, compliance response and planned site visits; conference delegation named

Department of Juvenile Justice staff updated the board Aug. 15 on administrative and oversight matters. Tara Kelly reported that DJJ submitted its Racial and Ethnic Disparities (R/ED) Plan to the Office of Juvenile Justice and Delinquency Prevention (OJJDP) on July 8 and is awaiting the agency’s review and formal approval. Linda Thomason said the written response to the OJJDP compliance audit conducted May 5 has been completed and submitted to leadership; DJJ’s compliance team will conduct scheduled site visits in Western Kentucky as part of ongoing oversight.
The board also heard that Kentucky applied to send a delegation to the CJJ Youth Justice in Action Conference scheduled for Oct. 14–17 in Minneapolis; requested participants include Dr. Deonte Hollowell, Dr. George Moorman, Kristy Flippins‑Bartlett, Tamar Israel, Brionna Readus and three DJJ staff members, for an eight‑member Kentucky delegation. Tara Kelly was noted to be serving on the national planning committee for the conference.
Committee business included SEJAY updates: an Aug. 9 visit to the Adair Youth Detention Center, a planned listening session in Adair in October and a tentative visit to the Fayette Youth Detention Center on Sept. 6, plus a Listening Session Training scheduled for Oct. 11. Board members proposed two meeting‑process changes to support participants when sensitive topics are discussed: setting aside time at the end of meetings for processing and adding a disclaimer on agendas noting that some topics may be triggering. No formal board action tied to these proposals occurred at the meeting.
Dr. Deonte Hollowell moved to adjourn at 4:25 p.m.; the motion was seconded and passed unanimously.
