JJAB reopens R/ED solicitation; Title II awards approved but announcement pending

The Juvenile Justice Advisory Board voted on Oct. 25 in Frankfort to reopen a solicitation for remaining R/ED grant funds and discussed progress on Title II subawards.
At the meeting, Elzie Burgher, Executive Director, said FFY20-21 Title II subawards have been approved but that DJJ cannot notify awardees until the Governor's Office issues a public announcement; no release date was provided. Burgher also described a new FFY22 solicitation designed to encourage collaborative applications and consortiums so smaller grassroots nonprofits can partner with larger organizations for systemic interventions. He offered to share an IRS nonprofit list to help members identify potential partners.
On a separate motion, the grants subcommittee recommended against extending remaining R/ED funds to the original awardee and instead proposed reopening the solicitation. Dr. Deonte Hollowell moved to reopen the R/ED solicitation; Laura Karem seconded the motion, which carried. The board did not record an individual roll-call vote in the transcript; meeting minutes reflect the motion passed.
Earlier in the meeting, Christina Weeter raised a formatting concern about member titles in the August minutes; Ashley Clark moved to approve the August meeting summary with corrections, Tiffany Mullis seconded, and the minutes were accepted with corrections.
Next steps identified by the board include circulating application information to prospective applicants and scheduling FY20 Title II program presentations for the December meeting. The board also asked staff to compile nominations for officer elections and to set the December agenda.
