Trillium tells Onslow commissioners it served 5,726 county members and over 103,000 statewide last year

Victoria Jackson, regional vice president for Trillium’s South Central Region, presented the organization’s annual update to the Onslow County Board of Commissioners on July 20, 2026.
Jackson said Trillium’s catchment covers 46 counties and that the plan served 103,556 unique individuals from July 2024 through June 2025; of those, 5,726 were Onslow County members. She described the service mix as roughly 63% mental-health diagnoses, 16% intellectual and developmental disabilities (IDD) and 21% substance-use needs, and told commissioners the organization spent more than $1.7 billion systemwide for those services during the reporting year.
Trillium seeks local input through regional advisory boards and consumer-and-family advisory committees (CFAC), Jackson said, noting Onslow County has strong representation on those bodies. She outlined community projects mentioning a post-disaster simulation held with Onslow Emergency Management, an upcoming prison-reentry simulation scheduled for Aug. 25, 2026, and a “Blue Envelope” pilot with Jacksonville Police Department to improve communications with people who have communication difficulties.
Jackson also announced leadership changes: Joy Futrell will retire after 30 years and Sanitria (Sunitra) Goodman will become CEO effective Sept. 1; Katrina McKinnon will serve as the new regional vice president for the South Central Region covering Onslow County.
The presentation included operational details: a member and recipient service line operating Monday–Saturday, 7 a.m.–6 p.m., and a 24/7 behavioral-health crisis line. Jackson invited commissioners to raise questions; the board offered brief thanks and welcomed the new CEO and regional vice president by name.
Jackson noted private plans cover mild-to-moderate needs while Trillium focuses on severe behavioral-health needs for Medicaid-enrolled individuals. She also referenced the recently launched Healthy Blue care plan for children and youth involved with child welfare (launched Dec. 1, 2025), managed by Blue Cross Blue Shield.
The board did not take formal action on the presentation; it moved on to public comment and other agenda items.
