The applicant proposed closing a segment of Hill Lane to vehicle traffic while preserving pedestrian access and connecting internally to Owyhee Street; staff conditioned the approval on vacating the adjacent right of way and providing a pedestrian pathway to link to Patriots Landing to ensure safe pedestrian access to Owyhee.
A nearby neighbor raised concerns about interim construction access, potential turn‑around impacts and the need for privacy fencing where new rear yards back onto existing yards. City staff and the applicant responded: civil plan review will require ensuring Christina Weiner’s property retains motor vehicle access prior to any closure and the applicant agreed to install a six‑foot vinyl privacy fence along rear property lines. Council voted to approve the preliminary plat subject to staff conditions.
Staff noted the project provides about 17.6% open space (exceeding the 10% minimum) and that municipal utilities are available. The hearing examiner had recommended approval and staff found the proposal complies with code as conditioned.
