Trappe Council approves Lakeside irrigation-meter trade and conditionally recognizes 96 additional EDUs from Well 4R

The Trappe Town Council on Dec. 3 unanimously approved a proposal from Lakeside Development to disconnect two irrigation meters from town service and trade the associated equivalent dwelling units (EDUs) for 11 building-permit EDUs, with Lakeside covering any revenue shortfall until the residential connections break even.
James Cook presented the proposal and explained that the town would install locks on the irrigation meters prior to disconnection. The Council’s motion approves the trade as presented; the vote was unanimous.
Cook also updated the Council on Well 4R, reporting the well is producing better than expected and provides about 96 additional EDUs based on production numbers. Katherine McAllister at GMB confirmed the figures and submitted a recommendation letter. The Council granted conditional approval to add the 96 EDUs to the town’s available water-system capacity; that approval becomes effective only upon issuance of a Certificate of Potability for Well 4R and written confirmation from GMB that the well is operational and integrated into the Water Treatment Plant.
Additional Lakeside utility notes: Lakeside has contacted Delmarva Power to request street-light installation on Lake Tahoe; Cook said Delmarva has begun the approval process and installation is expected by spring 2026. Water-tower plans have been submitted to the Maryland Department of the Environment (MDE) and will go out to bid once approved; Cook estimated an 18-month timeline to completion after MDE approval. A chemical storage building required for the project has an 8–12 week lead time; Rauch requested the town provide a letter stating the building will be completed by March 1.
Why it matters: Recognizing EDUs and approving meter trades affect the town’s available water capacity, revenue flows and timing for new construction in Lakeside. The Council conditioned the 96-EDU increase on state and engineering confirmation to ensure water quality and system integration.
What’s next: The conditional approval requires issuance of a Certificate of Potability for Well 4R and written confirmation from GMB; staff follow-up on the Rauch letter and Delmarva Power approval will determine schedule milestones for the lights, chemical building and water tower.
