Resident reports slab moisture and ponding; board and counsel say drain tiles are HOA responsibility

Oak Run resident Lynde Sorensen briefed the River Ridge CDD on water intrusion that she said damaged her home’s slab, caused buckled bedroom flooring and led to moisture and mold under the floor. Inspections cited a floor-warranty issue and a leak-detection specialist reported very high moisture levels in the slab; staff said plumbing and HVAC faults were not found.
A foundation specialist recommended installing drain tiles around the perimeter of the unit and downspout extensions of about 5 to 10 feet. Sorensen told the Board she had presented the issue to her HOA and asked the CDD and the HOA to coordinate on a solution. Board members discussed a golf-course drainage map showing ponding behind her unit and noted some underground downspouts were submerged by standing water.
Mrs. Adams told the meeting that "drain tiles are an HOA matter, not the CDD," and Chair Bob Schultz reiterated that the CDD might address ponding in some circumstances but that installing drain tiles is likely a neighborhood/HOA responsibility. The Board directed parties to work together to identify possible solutions; Mr. Krebs noted the area had been originally an indigenous preserve and later rezoned to Club land, which affected whether drainage was included in the water-management system.
The topic connected to later agenda business: the Board approved a template grant of easement from PSGRC to the CDD for drainage work and Mr. Krebs said two additional drainage easements (Seaside II and Golf Course area) are being prepared. Staff noted that certain work cannot start until the ground dries.
