The River Ridge Community Development District Board unanimously appointed Keith Merrill to fill the vacant Seat 1 (term through November 2026) at its Oct. 22 regular meeting. Chair Bob Schultz nominated Merrill; the motion was seconded by Robert Twombly and carried on a unanimous voice vote.
Mrs. Adams, acting as a notary, administered the oath of office to Merrill immediately following the appointment. District counsel Tony Pires and Mrs. Adams reviewed statutory requirements for new board members, including required ethics training, Form 1 and Form 8B disclosure procedures, the Sunshine Law and public records obligations.
The Board also adopted Resolution 2025-01 to elect officers for the coming term. As nominated and approved, Bob Schultz will serve as chair and Terry Mountford as vice chair; Kurt Blumenthal, Robert Twombly and Keith Merrill were named assistant secretaries. The resolution removes James Gilman from an assistant secretary role and left prior appointments (including Chesley “Chuck” Adams as secretary and Craig Wrathell in treasurer/assistant secretary roles) unchanged.
The changes reset internal liaison and signing authorities and were framed by staff as routine governance actions following the recent vacancy. The Board took the actions by motion and unanimous vote and scheduled ongoing compliance tasks—oath administration and ethics training—for newly seated members.
