Foundation says Title II funding expanded youth outreach and reports reduced reoffending among program completers

At the Dec. 19 meeting, Amy Snow, co‑founder and executive director of the Wanda Joyce Robinson Foundation, and Raven Kelly, the foundation’s school outreach lead, told the Kentucky Juvenile Justice Advisory Board that Title II funding allowed the organization to expand middle‑ and high‑school outreach and to staff dedicated positions for direct youth work.
Snow and Kelly described programming that includes a twice‑weekly middle‑school after‑school program, school‑based CRUSH (Kids Rising Up Through Support and Healing) groups serving about 40 high‑school students, and OMAC (Operation Making a Change), a high‑school level program launched in June. Presenters said monthly outreach in 2025 averaged about 25 youth.
The foundation reported outcome indicators they associated with program participation: of 37 youth who completed OMAC, none received new charges since completion, and one highlighted student improved I‑READY scores by about 35 points while recovering academic credits. Presenters emphasized relationship building, family coordination, and cross‑system collaboration as core elements that supported those outcomes.
The presentation was informational; staff and board members discussed program expansion and next steps for youth leadership and community engagement, but no board action was recorded.
