District negotiators presented a technical proposal to restructure the teacher salary matrix so it complies with the STARS Act and raises the entry-level base.
Andy explained the mechanics: under the proposed attainment changes the district could set an entry-level base at or near the STARS Act minimum (Andy cited $42,863), add steps for longevity and reduce the number of matrix cells that would be out of compliance. He said the change redistributes dollars to narrow some gaps and would allow the district to put money on the base in a way that avoids growing non‑compliance under the STARS formula.
Union members welcomed steps to protect entry‑level pay but raised concerns that shifting attainment percentages could reduce long‑term percentage growth in upper cells and affect lifetime earnings. One negotiator asked specifically how the change would affect a teacher currently on column B at a midcareer step and whether adding steps would meaningfully change retirement calculations.
Andy acknowledged the first‑year cost would be higher because of added steps and base increases, but described the structure as more equitable: "This person... will get a $5,000 increase as a result of the change to this attainment level, and they'll get an additional step... they'll get basically an additional $10,000." The district said it will share spreadsheets illustrating individual impacts and invited the union to request tabs that show per‑teacher outcomes.
