Delano EDA adopts 2026 Crow River Villa capital plan after HUD adjustment

Kittock explained the EDA must hold an annual public hearing with a 45-day notice for the five-year 2022–2026 Capital Improvement Plan and described anticipated 2026 expenditures, including upgrades to units when tenants move out and replacement of inoperable appliances.
During the hearing, resident Rebecca Heinonen said she was frustrated that, although the 45-day notice was posted on the door, repeated requests to review the related documents were unsuccessful because the documents were not yet available. Kittock responded that HUD had not provided the award figures until the prior week and that HUD representatives advised proceeding with the notice. Mayor Holly Schrupp called for public comments three times and none were heard; the hearing was closed.
On a motion by Councilmember Becky Schaust, seconded by Councilmember Todd Belz, the council adopted Resolution EDA-26-04 approving the 2026 Capital Improvement Plan for Crow River Villa; the motion carried by roll-call vote 3-0-2.
The resolution formalizes the EDA’s annual approval of the current year of the five-year plan and authorizes the planned expenditures outlined by staff. The minutes do not list itemized line-by-line funding allocations beyond HUD’s 2026 Capital Fund award amount.
