Stratmoor Hills board reviews operations and approves January financials; state inspector suggests rate increase to address mains

At its Feb. 19 meeting the Stratmoor Hills Water District Board reviewed operational and financial reports from District Manager Kirk Medina and approved the January 2025 financial report.
Medina reported three water main breaks and two service lateral repairs in January and said the State Sanitary Survey "went very well," praising Superintendent Nancy Lee Watkins for demonstrating that the system meets state drinking-water standards. According to Medina, the state inspector encouraged the district to reduce the number of main breaks and offered to attend a future board meeting to help justify a rate increase if the board chooses to pursue main replacements.
Medina distributed an updated water resource report that he will submit to the Division of Water Resources and said he will present a recommendation for the medical insurance renewal package at the next meeting. He also summarized the Pikes Peak Regional Water Authority Indirect Potable Reuse (IPR) study led by Colorado Springs Utilities; study participation would cost the district $2,187.50, and Medina said the district is unlikely to participate in actual construction because it can exchange return flows for storage in Pueblo Reservoir.
On finances, Medina said bank reconciliation reports match QuickBooks and that total balances were roughly $1.35 million, approximately $250,000 less than December due to a loan to the Fire District. Revenues and expenditures were each at about 4% of the 2025 budget. Vice‑President James Pesicka moved to approve the January 2025 financial report; Secretary/Treasurer John Willcox seconded and the board approved the report by a 5‑0 vote.
Director John Willcox reported on safety: 303 days since the last accident and 78 days since the latest close call. Willcox noted the next safety meeting is set for March 11, 2025. The board adjourned at 3:50 p.m.
The manager will return to the board next month with an insurance renewal recommendation and any staff follow-up regarding infrastructure planning.
