Planning commission recommends approval for Jerome Event Center outdoor patio at 127 Bridge Avenue

The Delano Planning Commission on June 8, 2026, voted to recommend approval of a conditional use permit (CUP) allowing the Jerome Event Center to construct a temporary seasonal outdoor patio over the three westernmost parking stalls behind its building at 127 Bridge Avenue. The commission's recommendation includes amended conditions requiring removal of the existing gate that blocks the alley and installation of a physical barrier around the patio.

City Planner Kim Lindquist presented the application, saying the property is zoned B‑4 and that staff reviewed the request under the city's conditional use permit standards. Lindquist said staff found the required findings were met and recommended approval subject to six proposed conditions, including the gate removal. Phil Kern, the city administrator, clarified the three parking stalls are tenant‑designated under a longstanding agreement and that the applicant would be giving up its tenant‑designated spaces rather than taking public parking.

Commission discussion focused on parking and safety. Commissioner Jon Krieg said he was concerned about losing three parking stalls for part of the season and asked whether temporary markers such as ropes or cones could be used instead of a permanent deck. Krieg also raised the possibility that vehicles turning through the alley could strike the patio edge. Kern said a physical barrier could be added as a condition to address safety; Commissioner Joe Tipka specifically asked whether a fence or railing would be installed.

Procedurally, Chair Pro Tem Josh Gehlen said he would abstain from the discussion and vote. The commission opened the public hearing, called three times for comment and received none. A motion by Commissioner Lexa Isles, seconded by Commissioner Joe Tipka, to recommend approval with the amended conditions (removal of the existing gate and installation of a physical barrier) carried; Commissioner Jon Krieg voted no and Chair Pro Tem Josh Gehlen abstained. The motion was recorded as carried by the commission.

The permit is for a temporary, seasonal patio occupying the three westernmost parking stalls behind the Jerome Event Center. Staff noted the CUP was used because the city code does not have a specific zoning category for this type of seasonal patio and that the permit could be revisited if parking becomes an issue in the future.
