Delano to use League survey for compensation study; council forms subcommittee

City Administrator Phil Kern proposed a methodology for a compensation study that would rely on the League of Minnesota Cities annual salary survey instead of hiring an outside consultant, a move intended to contain costs and expedite a review.
Kern said it has been about four and a half years since the City's last review and noted outside consultant studies can cost $30,000–$50,000. The proposed approach would compare Delano against two groups: similarly sized peer cities and nearby communities that compete for employees, and focus primarily on the top of each pay range in Delano's nine‑step pay system while also evaluating benefits.
Kern said Delano traditionally aims to be competitive without being market‑leading, generally targeting pay at or above the midpoint of comparable organizations. Discussion touched on recruitment and retention pressures; Kern noted some positions are more difficult to fill and cited a recent departure where compensation elsewhere was significantly higher.
Council supported forming a smaller subcommittee to work through details before reporting back; Councilmembers Becky Schaust and Todd Belz volunteered to serve. Staff anticipates beginning the review after the League survey's June release and returning findings at a future workshop.
