Josh Tu presented a tax-credit application for a building on South Washington Ave that Dovetail Construction plans to acquire and renovate. Tu said the purchaser expects to invest about $1 million in capital improvements to make part of the structure owner-occupied and lease the remainder.
Tu said packet materials include Google Street/Google Earth photos and a Freedom of Information Act request for occupancy and certificate-of-occupancy records, which had not returned at the time of the hearing. He told the committee the property has been non-income-producing for a period that meets the program's abandonment definition.
Tu and committee materials estimated the tax-credit benefit through the state program at roughly $2,250,000. In committee discussion Tu also said the applicant elected the income tax-credit option and that "the $250,000 comes from the state revenue coffers," which creates an ambiguity between the larger overall credit estimate and the later $250,000 reference. Committee members asked about prospective tenants and whether a formal lease existed; Tu said a proposal exists but no signed lease.
The committee voted to approve the abandoned-building tax credit application. Committee members asked staff to confirm evidentiary documentation (occupancy history, COs) and the exact structure and amount of the tax-credit benefit during follow-up processing.
