Engineering staff explained that the reconstruction project on East Grand requires two accessible parking stalls per side of the block under the Public Right-of-Way Accessibility Guidelines (PROWAG); the traffic review committee voted unanimously to recommend the ordinance adding disabled parking.
On the school-crossing request for Townline Avenue between Pop Street and Whipple Street, staff said engineers use a pedestrian-counting method that counts children as two and adults as one. The location under consideration showed 81 total crossings, exceeding the committee’s RRFB threshold of 20, and the traffic review committee unanimously recommended approval. The council conducted a first reading and laid the ordinance over for a second reading.
Councilors had no substantive objections on the floor during the first reading and the matter will return for final action.
