Members recommended structured engagement such as lunch-and-learn sessions for developers and said the same outreach approach should apply to commercial and retail interests. On permitting, the Board expressed concern about the risks of blanket pre‑approved residential plans; instead they directed staff to refine wording to permit re‑use of an identical previously approved plan while holding builders accountable for any changes.
The Board also supported developing a guidebook for new business owners, improving communications with entrepreneurs and ensuring that incentive agreements include safeguards to protect taxpayers. The Chamber of Commerce was recognized as a partner in retention and expansion efforts; staff noted current outreach activities and a preference for direct personal engagement over surveys for business retention work.
The Board asked staff to combine and clarify overlapping initiatives related to permitting and pre‑approved plans so the final FY2027 initiative package accurately reflects feasible policy options. Staff will return revised language at the September review.
