Hall Park delayed pending MoDOT approvals; City Hall and museum projects capped at $2.5M, board told

At the Aug. 18 Kearney Board of Aldermen work session, city staff updated members on several infrastructure projects and funding considerations.
Staff reported the Hall Park project is delayed because the city must obtain Missouri Department of Transportation approvals for a storm inlet; staff said the project is still expected to be bid during the fiscal year once approvals are secured. The Board discussed condition ratings and repair options for Raymond Hall Bridge and noted funding eligibility questions that will require further staff follow-up.
The 19th Street railroad crossing also remains under ongoing coordination with MoDOT, with staff and the Board discussing possible funding approaches but no final decision recorded. For City Hall and the Museum, the Board confirmed a $2.5 million budget constraint and set priorities on safety, ADA compliance and creating a dedicated public meeting space; the city plans to select architects through a request-for-qualifications process.
No construction contracts, funding approvals or formal votes were taken at the work session; the Board directed staff to incorporate this guidance into revised project materials for a September review.
