Charles Town Now presents draft market analysis: demand outpaces supply downtown

Vanessa Smith, president of the Charles Town Now board, updated the council on a draft market analysis on Feb. 2 and said the group plans to finalize the report in early March after consulting with the study contractor.

Smith said the executive summary shows Charles Town behaving like a larger market, with demand outpacing supply for retail, dining and housing. "Downtown's daytime economy is strong, but its nighttime economy is underdeveloped," she told the council, adding that restaurants and entertainment are unlikely to thrive until more people live near downtown.

She described the draft as data-driven and said the study incorporated multiple focus groups—elected officials, county representatives, property owners and downtown business owners—followed by additional data analysis. Smith invited council members to review the draft before it is finalized and said board staff will meet the consultant to drill into specific data points.

Council members asked whether the current draft differs from earlier vendor presentations and whether it contained surprising findings. Smith said there were no large surprises among the key points but that council input would help the board and consultant drill down on data sources and assumptions.

Next steps: The board expects a finalized report in early March; Smith offered to distribute the draft to council electronically or in hard copy for review and suggested a brief future update to track progress on implementation.
