Planning commission approves sign, door and structure permits and discusses Snow Road access

The Mesilla Planning and Zoning Commission on Monday approved a run of local permit cases and discussed a separate access dispute near Snow Road.
Staff presented sign case 062059 for a projecting sign at 2340 Calle De Principal (Barela store). The sign was described as approximately 28 inches by 9.45 inches (roughly 2 square feet), wood with vinyl covering, mounted on an existing projecting bracket; staff said dimensions and placement meet Mesilla town code and the commission approved the application 5–0.
The commission next considered case 062060, an application by Felix Armijo to reopen an old exterior doorway. Staff recommended the opening be limited to meet ADA minimum clear width standards; a commissioner confirmed the ADA minimum as 32 inches. The application was approved with the condition that the new opening meet ADA and fire‑safety requirements and that the applicant obtain the required CID permit.
Andrea Schneider’s application (case 062062) for a permanent backyard shed (approx. 10×20 feet, concrete foundation, electricity) in an HR zone was approved 5–0 after staff confirmed architectural standards and setbacks were met; the item will still require standard building permits. The commission also approved case 062063, screening for an outdoor patio at 2488 Guadalupe (Madeline's), with staff noting that support rods should be reinforced as needed.
On a separate matter the commission discussed a question of legal vehicular access to a property at 3100 Snow Road (Mateo Road). Staff described recorded easements, said some portions of the right‑of‑way appear split between county and private easements, and cited New Mexico statutes related to prescriptive easements and easements by necessity (statutes mentioned in discussion: 47‑12‑3 and 47‑1‑4). Staff will seek written confirmation from the county and the Elephant Butte Irrigation District (EBID) before the commission takes further action.
All listed permit votes at the meeting carried unanimously by roll call. The commission adjourned at the conclusion of its items.
