Staff said the project follows prior approval for the primary residence and that EMG Construction was contracted to construct a rock wall along the rear and eastern property lines. The proposed wall steps from approximately 5.5 feet at the rear, to 4.5 feet midsite, and down to 2 feet near the front yard to preserve corner sight lines. Staff recommended approval and cited Mesilla town code 18.60.340D, which restricts fences, walls or hedges to no more than 3 feet above curb or ground within the 30-foot clear-sight triangle measured from an intersection corner.
Commissioners asked about matching adjacent walls and the visual effect; staff explained the stepped approach is intended to meet sight-line standards at the corner while maintaining design continuity with the rear wall. A commissioner asked why the front wall could not be higher to screen traffic; staff replied that the clear-sight-code restriction and sight-distance safety concerns limit height in the front corner.
A motion to approve case 062068 was made and seconded; the commission voted 4-0 to approve the rock wall as presented. Staff noted application materials, contractor license and site plans were submitted and will be used to confirm compliance during construction.
